THE CONSTITUTION OF THE

SOUTH AFRICAN SPORT COMBAT ASSOCIATION
 

 1. NAME

The name of the association is ` SOUTH AFRICAN SPORT COMBAT ASSOCIATION'

` and will hereinafter be referred to as the Association or 'SASCA'.

3. INTERNATIONAL AFFILIATION

Our International affiliation is WTKA (World Traditional Karate, Kickboxing and All Martial Arts and Combat Sport Styles Association)

 

4. VISION

To develop and grow Sport Combat / Martial Arts throughout South Africa. To play a positive role in this nation.  That all students of Martial Arts and Combat Sports may interact and co-operate freely and with no sense of inhibition or inferiority.

 

5. MISSION

Our Mission is to make a positive and definitive impact on communities and ultimately this nation.

To present Sport Combat / Martial Arts in all modes and to present opportunities locally,  nationally and internationally to all interested South Africans.

 

6. MEMBERSHIP

All Sport Combat / Martial Arts bodies or may apply for membership.

Membership must be paid upon application for membership and renewed every year by the end of October.

Membership may be terminated should an individual or body not comply with the constitution or in any way place SASCA in ill repute.

 A member may terminate his / her membership in writing.

 

7. REGISTRATION AND MEMBERSHIP FEES

Affiliation / membership fees must be paid upon joining and thereafter by the end of October of each year for the following year. The amount will be decided upon at the annual general meeting. Management and distribution of funds will be determined at the AGM.

8. WHAT SASCA EMBODIES

SASCA is a national Sport Combat / Martial Arts Association which promotes and manages Sport Combat / Sport Martial Arts in all its modes throughout South Africa. The modes of participation are:

SASCA will promote and manage interclub, local, provincial, national and International Sport Combat / Martial Arts events.  Teams will be selected in order to participate in these events.

 

Each of the above Arts are fully supported and individually catered for by WTKA International.

  

9. OBJECTIVES

  1. To promote, develop and encourage the positive growth of Sport Combat / Martial Arts in South Africa.
  2. To work with all Sport Combat / Martial Arts groups / bodies with like minds.
  3. To ensure that the members of SASCA uphold the code of Conduct.
  4. To promote, develop and manage Sport Combat / Martial Arts among disadvantaged communities.
  5. To present national examinations for Black Belts and Higher annually.
  6. To confirm those who have attained Black Belt status within their own styles and associations.
  7. To issue National and International Grading Certificates.
  8. To present Instructor's courses and issue Instructor's Certificates to those who fulfill the requirements of those courses.
  9. To present training and seminars to qualify and train referees, judges, officials and other interested members in the art of Sport Combat / Martial Arts.
  10. To ensure that all people applying to affiliate their clubs or act as instructors with SASCA are reputable and are qualified as Combat or Sport Martial Arts instructors.
  11. To organize and manage Sport Combat / Martial Arts competitions, tournaments and events - locally, Nationally as well as Internationally.
  12. To appoint referees, judges and officials for competitions, tournaments and events.
  13. To hold trials for the selection of teams to participate locally and internationally.
  14. To raise funds for SASCA and to use it for the benefit of Sport Combat / Martial Arts.
  15. To manage affiliation fees and to ensure that national and international registration fees are paid over to the respective bodies we are associated with.
  16. To work with national and local sporting bodies within South Africa.
  17. To ensure that no one uses the WTKA or SASCA logo without permission from the SASCA chairperson

 10. GENERAL REGULATIONS

  1. Each club / body affiliated under the constitution of this association shall keep a record of all its active members. The record shall be furnished to the association upon request.
  2. All members who participate at competitions shall be bound by the competition rules as set out by WTKA, which are found on their Website.  
  3. A list of all the clubs including the instructor's contact details that associate with SASCA will be kept at the SASCA head quarters.
  4. A SASCA membership certificate will be made available to registered clubs.
  5. Each member / club must uphold and maintain the honor and name of SASCA.  Should a member / club fail to do so their membership can be terminated.
  6. No fighter may attend national events or trials for international events should they not attend local events organized by the association or if they have been practicing their specific Combat sport for less than twelve months.
  7. All grievances must be taken up with the SASCA Chairperson in writing within seven days. The chairperson must reply within fourteen days of receiving the complaint. Should a satisfactory solution not be found the matter will be referred to a committee of senior instructors to be resolved.
  8.  National and international Black Belt grading confirmations will be done annually. Normally in October or November of each year.
  9. SASCA will only confirm those Certificates which have already been issued by the respective Combat styles / Associations.
  10. An indemnity form must be completed and signed before participating in any competitions. No ring style fighter may enter into a full contact bout without having completed an indemnity and passing a basic medical check-up.  Parental permission and signatures must be given for all fighters under 21 years of age.
  11. Club Indemnity forms must be completed and signed before students may train with any SASCA affiliated club.
  12. Any fighter who has been knocked out may not participate in an event for at least thirty days.  That fighter must be checked by a medical doctor before participating in any competitions again.  Should any fighter be knocked out three times in a year - that fighter must be re-evaluated by a medical doctor and receive permission to resume participating in competitive events.
  13. SASCA sanctioned events will be decided upon at the AGM and put onto a year calendar. Events may be hosted with the chairman's permission.
  14. No member may host an event under the name of SASCA without it being sanctioned by SASCA.
  15. Sanctioned events are those that appear on the year calendar
  16. All instructors must be first aid qualified and have completed the annual instructor's training course.
  17. All competitions sanctioned by SASCA must be supported by qualified medical personnel and where full contact modes are included a medical doctor must also be ringside for the duration of the event.
  18. Members may participate in other martial art events as individuals or clubs, however in order to qualify for SASCA selection, they need to participate in sanctioned events.
  19. Professional fighters of any combat sport may not participate in SASCA events.  Professional is defined as a fighter who was at any time categorized as professional by a legal, official sporting body.
  20. The SASCA Executive serves for a period of four years where after elections for the posts are held at the MA &GC SA -  AGM.
  21. No one may use the logo of SASCA or WTKA without written permission from the chairperson.

 11. FINANCIAL

  1. Affiliation fees must be paid into the SASCA account. These fees will be used to pay the national and international affiliations to the various bodies and other expenses to manage SASCA.  
  2. A financial statement will be presented at the AGM indicating income and expenditure .
  3. Each registered club, style / body and region is responsible for their own financial management. 
  4. Financial management of events is the responsibility of the event organizer.

 12. MEETINGS

  1. Notice of meetings:-  All notices of meetings will be sent via email -  and shall be deemed to have been served at the time of forwarding.
  2. Minutes of meetings:-  Minutes of meetings will be forwarded by email within 14 days of the meeting.
  3. Frequency of meetings:-  An Annual General Meeting will be held at the SA Championship. Executive meetings will be held twice a year.  Important matters will be taken up with the N.E.C. and meetings arranged if necessary.
  4. The Annual Congress. The annual congress constitutes all the affiliated instructors and appointed SASCA representatives which will be the highest organ of SASCA and shall execute and validate activities decided upon at the AGM.
  5. Voting. A quorum for the annual congress will be 50 % + 1 of voting members or their proxies. All decisions require a majority except in the case of constitutional amendments which require a 75 % majority. Written proxies with specific voting instructions signed by the absent member will be accepted by the chairperson.
  6. Motions of no confidence may be made in writing and sent to the chairperson at least seven days before a meeting upon which the motion will be dealt with. A special meeting for such a motion can be called by the chairperson.

 13. NATIONAL EXECUTIVE COMMITTEE ( NEC )

The following officials make up the NEC and they will be responsible for the day to day running of the Association:

  • SASCA Chairperson.
  • A Vice Chairperson
  • A  Secretary
  • A Treasurer who must manage financial matters.

The chairperson will associate and communicate with the international bodies associated to SASCA

The posts are occupied for a term of four years and elections will take place at the MA &GC SA -  AGM.

 

Should an office bearer not perform his / her functions to the benefit of the sport or places SASCA in ill repute the member will be removed from the post by the chairperson after consultation with the other NEC members.

 

14 .INSTRUCTORS

To be an instructor in SASCA one must be proficient in the art instruction of the art of choice. He / She must have the following qualifications:

  1. Have obtained a senior black belt in the art by a recognized body / style.
  2. Must be recognized as an instructor by a style or organization.
  3. Alternatively - must attend a SASCA Instructor's training course.
  4. Must have a valid first aid qualification.
  5. Must have passed the official`s examination - regarding competition rules for your Combat Art / Arts of choice.
  6. Must be a person with integrity, honor and not be involved in illegal or destructive activities.
  7. An Instructor's character and behavior must not bring shame or dishonor to the association.
  8. Every Instructor must be actively involved in Sport Combat / Martial Arts to the benefit of the association.
